Dear Judy,
The disturbing decription of a mugging and possible
kidnapping in Grand Case makes me wonder whether it is
worth returning to the island and put up with the
increasing crime and long delays in traffic on the roads.
Le Cottage is on the main street of Grand Case, and yet
no one came to the aid of these women. I am sure they
were not retuning home at an hour when the streets were
empty. Also, there is little publicity about the missing
people on the island. Is there any way to enlist the
French government to beef up their police force? St.
Martin is not very big, and I can't imagine the small
police force doesn't know who the criminals are.
Also, are the authorities doing anything about making
the traffic easier? In addition to the natural beauty
of the island, I have loved the freedom we have had
to travel and enjoy the people, beaches and restaurants.
It would be awful to feel restricted to our time share
for the times we are there. Renee Freed

Hi Judy,

We just returned from our annual excursion to St. Maarten
and as always had a wonderful time. I have a couple comments
and observations regarding the resort and the island as a
whole. Regarding the resort, as an owner in the 'F' building,
we spend most of our 'resort' days on the beach, which makes
the beach bar very important. I know there's been talk of
updating it, which caused some concern because it has a certain
charm the way that it is, but the addition of the deck was a great
idea! We had lunch there several times and the food was great. They
really expanded the menu and it was always bustling with customers.
The only thing I would change is to put the same 'hatch' (not sure
if that's the appropriate term) that's on the wooden structures
around the beach to the roof of the bar. Other than that,
I'd leave it as is.

We had several other couples go with us and some rented from
the new building, which really looks beautiful. I spent an
afternoon at that pool to check it out and a couple things struck
me. First, there's no shade whatsoever, and it gets HOT up there.
You have to be a Hawaiian fire walker to get across the tiles to
the pool if your going bare foot. Second, the place is like a ghost
town. Our friends said maybe 10 other couples were in the whole
building (they spent quite a bit more time there than I did). The
poor bartender sat by himself all day, every day, doing virtually
no business to the point that my friends were giving him "mercy
purchases". Now I know there's still work going on, the whole
building isn't up and running yet, but it really concerns me that
I keep getting these big glossy spreads in the mail and then see that.
The resort has really stuck it's neck out and it doesn't seem to
be selling, despite what the sales folks keep saying. Is there a
place where owners can view how many units have sold, occupancy
levels, etc.? Despite all the arguments regarding the new building,
the resort now has a vested interest in it's success, and I'm worried
after what I saw last week.

I'll conclude regarding the crime issue that has created a lot of
concern. We did our normal stuff, and even ventured to Grand Case
for the first time (we've been going to the island for six years now)
and never caught whiff of any trouble. In fact, for the first time
ever I didn't get propositioned to buy weed! I also saw more police
this time than I have in all my other trips combined. I think we,
as timeshare owners, need to be aware that crime exists as it does
anyplace on the planet that's inhabited, and we need to be cautious.
But as previous writers have expressed, just use common sense.
Tragedies happen that are very unfortunate and often unpreventable,
but it's not the norm. My advice, take normal precautions and don't
let anything stop you from doing what you want to do. The island is
still a wonderful place that had a very bad incident.

Hello Judy,

I have heard more and more of these incidents on the island. St
Martin better wake up, without us they will be selling butterflies,
I cant believe the response of the police, we have come to St Martin
for the last 9 years. Its known not to go through Mullet Bay after
dark, ???? why not, have some police patrol the area and get rid of
the dirt bags. I for one will never be car jacked I would run them
over until there was nothing left of them the same way I would react
in the states. If the cops are corrupt send them to Aruba and get
some replacements that care, St Martin is a tourist island

Judy,

I attended the Manager's Party at the Flamingo on Tuesday afternoon
May 13th. I took the opportunity to talk to Jules James General Manager
of the Flamingo. I voiced my disapproval of the Palapa Bar & Grill
having a "2-4-1" Happy Hour special on select frozen drinks. The
"2-4-1" specials were served in cups roughly half the size of their
regular cups so the only extra thing received was an additional
plastic cup. I told him that I thought the Beach Bar was a much
livelier place when Cheryl Chance was in charge. Jules indicated
that the resort has issues with the current operators of the
and restaurant concerning their failure to live up to their contract.

The next topic I discussed with Jules was how the switch in ownership
from Sunterra to Diamond would change things the Flamingo. He said
that he would be leaving Flamingo Beach Resort after 12 years there
as Manager.

My wife and I have been time share owners at the Flamingo since
1992 so we were part of the Pelican family.

I have never submitted anything for the newsletter so I hope
that if this needs to be in another format you'll let me know.

For the past three months I have been struggling with Interval
International to resolve a problem. To date I have been given
minimal help and it has actually been suggested that I was the
problem by one representative. I want other Pelican owners
to be aware and beware.

In March I called Interval International to inquire about a possible
exchange for the summer of 2009. The young lady on line took my
number etc and informed me that I had coupon weeks waiting to be
used but that they would expire in the summer of 2008. But if I
were willing to extend my membership out three years she would book
my weeks I was inquiring about for 2009 with the existing coupon.
This I thought I did. Two coupons and two weeks. When I got the
confirmation in the mail she had booked a week for me in 2008 and
another week for me in 2009. They were to be consecutive weeks in 2009.

When I called II to get the mixup fixed I was informed that she had
taken my weeks at Pelican for this summer and deposited them for
the exchange and that I didn't have any coupons. At this point I
had a major mess. I had already rented my weeks to people from
Judy's website and I didn't have any weeks to give II in the first
place. It has taken weeks and weeks of talking to get anyone at
II to pay any attention to my problem.

One customer representative even suggested that I had made the
story up and that it was my word against the representative who
made the exchange. The problem is still not completely resolved
and I'm now talking to supervisors when they bother to return my
phone calls. The fact that they had made a mistake , and someone
had outright lied to me did not make them give me back my week and
take care of the problem they had created themselves. They just
want me to wait until someone banks a week. Beware of Interval
International. This has cost me countless phone calls, countless
hours of worry and it is still not resolved. And at the end of
the day I'm reminded that they wanted this to be my mistake.
Tomorrow I start the countless phone calls to the supervisors
once again. BEWARE OF INTERVAL INTERNATIONAL. Lynn Cunningham

Subject: just back from St Maarten

Judy,

We just returned from 4 great weeks on St Maarten with a couple
of them at Pelican. The resort looks great. No complaints.
Well, one minor one. With the monthly newsletter no longer
available at check-in, there is nothing provided to guests checking
in with resort phone numbers, etc. There was nothing in our units
either. Not providing guests with minimal resort information such
as phone numbers is not the way to improve our ratings. It can't be
that hard to provide a one page listing of phone numbers and phone
directions? There are also signs plastered all over the resort
advertising 25th Pelican anniversary glasses for sale at the bars
and restaurants. I wanted to buy a set. I asked at every bar,
restaurant, the front desk and the concierge/sales office and no
one knew where the glasses were being sold or sold out, etc.
I never did get to buy any.

One of our weeks was in D1. We found our view only minimally
blocked by the new building. It looks like less than half of the
D units are really blocked to any extent, mostly the lower units.
The new patio & cooking area set up between the D and C buildings
is a good use of that space. It does provide a place where
people can gather, cook, eat and enjoy at least some view. It
seems to be just waiting for lights to be installed so it can
be used at night.

The following restaurants remain high on our list:
Toppers, Boat House, Pineapple Pete's, Zee Best, Ric's, Mark's Place,
La Rosa, Tutta Pasta, Cheri's. We found the Veranda very good for
breakfast with good service.

Peg Leg still has good food, but with his move to the Princess Casino
it has resulted in higher prices. Most other restaurants we ate at
have not significantly changed their prices from last year, if at all.

Gas was about $5 a gallon. It hasn't seemed to reduce traffic on the
island however. There seem to be more SUVs than ever. Daytime traffic
from the resort to past the airport terminal is jammed up frequently,
regardless of bridge openings.

This was our 18th year at Pelican and looking forward to next year,
regardless of traffic and prices and minor inconveniences. Dave &

Timeshare Legislation -  there is not a separate time share
law, but newly introduced time share rights, which have been
incorporated in Book 7 of the Civil Code of the Netherlands
Antilles (“Purchase of rights of use in timesharing of real
property”) , whereby an ownership right of the right to
temporarily use (per week etc) for real estate has been
constituted.  It is Federal legislation and therefore
applicable to all the Island Territories that form
part of the Netherlands Antilles (Curacao, Bonaire,
St. Maarten, Saba and St. Eustatius)

This organization has no government funding to help house,
feed and clothe the 13 children they have placed there. I
am hoping your website can assist them in raising funds
and receiving donations of food and clothing. Credit can be
made at Grand Marche for groceries, GEBE for utilities
etc. Many people leave bags of food in their rooms at the
end of vacation, they could be encouraged to take it to
AQUA MARINA ADVENTURES as a donation (unopened items) to the

You can purchase a phone by going down to the Airport road to the
theater building (first door to the left of the central entrance).
The phone is about $85 and the chip is around $20-$25 for the air
time. These are fall 2004 prices. You can just buy more air time
as you need it.

PHONE CARDS can be purchased from Kathy for cell phone use while in

unlocked which if they have been with their service provider for long
enough they should provide the unlocking codes. Or buy an inexpensive
