Hi Judy,

I am a new owner and have been waiting and waiting and waiting for the
Q2 TAPRC Board Meeting minutes to be posted-in a few more days we will
be in Q4 and we have yet to see Q2, never mind Q3 minutes.

I am finding it difficult to understand why it takes so long for these
to be drafted, reviewed and then posted. There is important
information that owners such as I are waiting to hear/find out about.

It is apparent that the communication is lacking between the TAPRC
board and the owners, an example of this (other than not seeing any
minutes from Q2 or Q3 to date) is in the Q1 minutes it mentions
repairs needed on "A" pool and that there were 2 options with 2
different price tags, and that is the LAST I saw of the matter.

Hi Judy , I am starting to plan to come to pelican 2008. This year
when we were there the A POOL was leaking. I am wonderinf If you have
heard anything about fixing It. My wife Is handycaped and we realy depend
on that pool.Please let me know In your newsletter If you heard anything.

Judy's Reply: The A pool will be repaired this fall and a new liner
installed. <<<<<<<<<<

As a new owner, it is very unsettling to find out about TAPRC decisions
in this way-I am wondering what the heck I got myself into. I think there
needs to be a clear focus on timely communication to the owners regarding
these types of decisions.

If you can tell me/us when the minutes from Q2 and Q3 will be posted
and share you thoughts on the above, that would be great.

Judy's Reply: I am glad to read that you are interested in what
is going on at the Resort. The Board has three meetings each
year at Pelican and one conference call: -

April 18, 2007 - First Quarterly meeting at Pelican Resort
July 18, 2007 - Second Quarterly meeting at Pelican Resort
October 17 - Third Quarterly meeting will be a conference call
Dec 4, 2007 - Fourth Quarterly meeting at Pelican Resort
(Immediately following the first day of the AGM meeting.)

The minutes for the 2nd quarter should be on the web sites in October.
Due to working on the AGM bulletin, which must go to the printer in
August the July 2nd quarter minutes did not get posted to the
web sites.

The pool is scheduled to have a new liner installed in October.
The reception area will also receive an updat this fall.

Thank's for your last Pelican New's Report,the contact provided for
cell phone rental "Queenof sxm2000@yahoo.com" was indeed a real
professional. We have booked a phone for our stay and the cost is
good as well as the phone card cost & availability on the island.
Sharon Harris (operating out of the Royal Palm) promptly provided
all cost's involved with various call rate's .

Restaurant wise, there is a girl by the name of Kat (real name is Katherine)
that runs the Marina Pool Bar and Beach Bar at the Pelican. You can't miss her
....very outgoing and usually at the Pool Bar working with Laura. She is a good
person to pick her brain about restaurants and where to go around the island.
She will also tell you where not to go which is always a good heads up. Some
of the places we went to were Uncle Harry's (Highly Recommend), Toppers, Jimbo's, Pineapple Pete's, Zee Best and Soprano's. We really didn't eat much
at the Pelican as we like to get out and see the island. We did eat the first
night at La Veranda which is above the Red Piano which was fine. Overall,
like I said the Pelican did serve its purpose. If we were to go back to St.
Maarten we probably wouldn't stay at the Pelican again though. There are other resorts we visited (The new Westin and Oyster Bay) that are much nicer
and if I am going to spend money, I will take up to date and newer anytime.
I will also say that of all the islands we have been too, St. Maarten has the
most run down areas. It just seems that there are several areas that they have
just let go over time across the island. If location is important to you and
you don’t need the newest and nicest, then I think the Pelican would meet your needs.

I've been a timeshare owner at Pelican for almost 20 years and don't
ever recall receiving any communications from any resort owners
(Vleitman, the original developer of the resort, the TAPRC, which
theoretically still owns it, or Royal Resorts, which today
indisputably controls it) except when they were trying to sell me
something.

I own two weeks there but have not stayed in them for years; we just
rent them out.

About 70 weeks ago, when it became obvious that Pelican was building
Marina Residences so tall it would block the views from the C and D
buildings verbally promised by salesmen to be there "in perpetuity,"
I started my own Pelican weekly newsletter. I like Judy and respect
her but Larry Schnitt more than 10 years ago started this email
newsletter as an independent way for Pelican timeshare owners to
communicate with each other and share info. Since Judy is a TAPRC
Board member now, this newsletter can't be regarded today as
independent. (My newsletter quickly expanded to include all SXM
timeshare resorts because owners elsewhere asked me to expand it. It
now has close to 6000 readers and is free. You can subscribe by using
the link on top of the home page at www.everythingstmaarten.com.)

Until SXM enacts effective timeshare owner consumer protection
legislation, which won't happen until 2009 at the earliest, I would
not buy another timeshare week on the island. As you can see in my
newsletter's archives, several resorts have been sued by their
timeshare owners for various reasons. If adequate consumer
protections were in place, that wouldn't happen. You can see the

Judy's Comment: Is this another ad to promote your newsletter?
You keep mentioning that Larry Schnitt started this newsletter. I agree he
did. However it was quickly passed along to others. I have been doing
the newsletter for about nine years or so, far longer than I have been
on the Board. As I have for years, I answer questions when I can and
keep my opinions to myself. However, Jeff you are all over your newsletter
with your opinions.

As a reminder there is timeshare legislation on the island put in place by the
Antillean government and Pelican is following this legislation.

i would ask that you strongly encourage everyone to vote, sign
their proxy statements...and to remember that voting for royal
resorts employees could have very negative implications
to pelican owners....

also - if i own 10 weeks why shouldn't I receive 10 proxys

From the Election Rules found on the web sites:
2.- Voters for the election of the Board of Directors shall cast one vote per
week owned at the PRC for each of the two (2) positions to be filled. 2
weeks owned = 2 votes for each of the 2 positions to be filled,
equaling 4 votes, etc.
