Judy: Here's some information for all those complaining
about Royal's management. I own at both Pelican and
Flamingo, which is now part of Diamond Resorts. Just found
out that my Flamingo maintenance fees for 2009 are $1013.79
per week for a sleep-4 studio. That's a 32% increase the
year after we were assessed a 21% increase. Give me Royal

Judy's Reply: The check-in for both sections Pelican Resort
Club (PRC) and Pelican Marina Residence (PMR) is now in the
PMR building. There is parking for check-in and the vans
will be there as usual to take people up the hill.

Judy: It does not take a big imagination to realize the
Pelican Resort may not be a viable entity at some point in
2009. From reading your letter about persons abandoning
their units rather than pay the additional assessment and a
copy of the Jeff Borowick letter published in the JWB
Communications letter a couple of weeks ago, one gets the
impression the Pelican will not make it through 2009. These
things have a habit of feeding on themselves and becoming a
self-fulfilling prophesy if not promptly countered. What
happens is that owners begin to question whether it is
advisable to pay their 2009 AMF or bail out.
It would be VERY helpful at this time if the Board would
communicate with the owners as to exactly where we stand and
what steps have to be taken to preserve the Pelican on
behalf of the owners. Bob Catzen

Hi Judy,

In response to the questions from one of your readers please
be advised of the following:

Pelican Resort Club Collections through December 6th:

TOTAL PAYMENTS PMR and PRC AMF         $1,808,515.30
PRC SPECIAL ASSESSMENT                         $2,526,290.28
Total All Transactions                                           $4,334,805.58

# AMF Transactions          2409
# SA Transactions             8230
Total # Transactions        10639

This represents almost 50% of the special assessment already
collected and is ahead of projections.

In response to the second part of our owner's question I
believe there is every reason to be optimistic about the
future of the resort. Although the worldwide economy is
obviously a grave concern and has, and will continue to
impact many of our Owners, we still have many positive
factors in play at the Resort:

The bulk of our Owners have proven themselves to be loyal
and supportive of the Resort; The 2009 Budget, if achieved,
would end the year with the Resort financially stronger and
continuing to make progress towards its financial goals;
Some of the financial shocks (utility costs) experienced in
2008 should not be repeated in 2009 and could actually
result in savings in 2009 (recent reductions in energy costs
worldwide); The Board and the Management Company are in the
process of implementing a number of initiatives which will
provide the Resort with significant savings such as
outsourcing, going green, closing a front desk, maximizing
tenant income, improving labor productivity and self
insurance; Peak season rental bookings in the PMR and PRC
are strong and exceed the activity seen at most other
Resorts in St. Martin.


The bottom line to me is this. We definitely have problems
and causes for concern, but unlike almost any other
timeshare WE ACTUALLY OWN our Resort. Since the first day we
bought the resort in 1997, we have been digging out of a
hole but we are making positive overall progress both
financially and operationally. Although I can't speak for
everyone, I (and there are many other Owners like me) intend
to fight to make sure this Resort continues and ultimately
prospers.

end of vacation, they could be encouraged to take it to

Yes we are very much in all these three locations, only
thing that has changed we are in 72-C front street instead
of 120 front street (Close to Coliseum Casino ) Philipsburg.
The Pelican location and Royal Palm locations stay the same.
We are still at Royal Palm Beach Club - In the lobby of the
resort from 9:30am to 7:30pm and at Pelican inside Hollywood
casino - from 6:00pm to 11:00pm

BOOK EXCHANGE AT PELICAN B POOL
If anyone has any books, noodles or craft materials that they have
enjoyed using while at the resort but would rather not take back
with them, they can always leave them with me. I have a fairly large
book exchange but new materials always appreciated. Also, If anyone
has BOOKS ON TAPE or CD and would like to bring them down for me, I

PHONES IN ST MAARTEN

You can purchase a phone by going down to the Airport road to the
theater building (first door to the left of the central entrance).
The phone is about $85 and the chip is around $20-$25 for the air
time. These are fall 2004 prices. You can just buy more air time
as you need it.

Cell phones
The info is Sharon Harris, she operates out of Royal Palm
and has a loyal following. Her e-mail address is

PHONE CARDS can be purchased from Kathy for cell phone use while in
St Maarten. See Kathy at the B Pool at 11 am or at her activities
hut at the end of B pool.

NOTE: - The sim cards from UTS service provider at the Dolphine casino
are $27 and that also gives some minutes on the phone. The phone must be
unlocked which if they have been with their service provider for long
enough they should provide the unlocking codes. Or buy an inexpensive
(under $100) unlocked triband phone in St Maarten. All phones here are
